IELTS for Express Entry: what CLB 9 needs
Last checked 2 October 2026
CLB 9 is the number everyone is chasing, and the four IELTS scores behind it are not symmetrical. One of them is much harder than the other three, which is why so many profiles sit at CLB 8.
IELTS for Express Entry: what CLB 9 needs — on the @ieltscomputer channel. Nothing loads from YouTube until you press play.
The short answer
For Express Entry, CLB 9 means these four IELTS General Training scores:
| CLB | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| 9 | 8.0 | 7.0 | 7.0 | 7.0 |
| 8 | 7.5 | 6.5 | 6.5 | 6.5 |
| 7 | 6.0 | 6.0 | 6.0 | 6.0 |
And your level is the lowest of the four. Three 9s and one 8 is a CLB 8 profile. That is the whole reason this page exists.
Three rules to get right before anything else
- It has to be General Training. IRCC's instruction is to take the IELTS General Training option. Academic is the wrong test for this, however good your score is.
- Results must be less than 2 years old when you complete your profile and when you submit your application for permanent residence. Two separate moments, one clock.
- One Skill Retake does not count. IRCC says in as many words: “We don't accept IELTS One Skill Retake for Express Entry.” If one section is short, the whole test is what you resit.
Why CLB 9 is worth so much more than CLB 7
This is the part worth doing on paper, because the gap is bigger than most people assume. It arrives from two directions at once.
First, the language points themselves
The CRS grid awards points per ability for your first official language:
| CLB | Per ability, no spouse | Four abilities | Per ability, with spouse | Four abilities |
|---|---|---|---|---|
| 7 | 17 | 68 | 16 | 64 |
| 8 | 23 | 92 | 22 | 88 |
| 9 | 31 | 124 | 29 | 116 |
| 10+ | 34 | 136 | 32 | 128 |
Going from CLB 7 to CLB 9 across all four is 56 points without a spouse, or 52 with one. CLB 8 to CLB 9 alone is 32 points without a spouse — for half a band in Listening and half in the other three.
Second, skill transferability doubles
The grid has a second place where CLB 9 appears, and it catches people out because it is not in the language section at all. Under skill transferability, both the education and the foreign work experience combinations pay:
- up to 25 points for CLB 7 or more on all four abilities, with one or more under CLB 9;
- up to 50 points for CLB 9 or more on all four abilities.
So one ability at CLB 8 does not cost you a little. It halves both of those blocks.
Added up
For a candidate without a spouse who has both the education and the foreign work experience to claim: 56 + 25 + 25 = up to 106 CRS points between a CLB 7 profile and a CLB 9 one. Nothing else on the grid moves that far for two weeks of work.
Listening is the one that blocks it
Look again at the first table. At CLB 9 you need 8.0 in Listening and 7.0 in the other three. Listening is the only section asking for a band and a half above the others, and it is the section where:
- the recording plays once only, so there is no second chance at a number or a name;
- on the computer-delivered test you type the answer live, and get two minutes to check at the end rather than the ten the paper test gave you to transfer answers;
- a spelling error is marked incorrect, and nothing on the screen checks it.
Which is to say: a large share of the Listening marks that stand between a profile and CLB 9 are not comprehension marks at all. They are transcription marks — a number heard as thirty instead of thirteen, a plural without its s, accomodation with one m.
What to do about it
- Work out where you actually are. Put your four scores into the IELTS to CLB converter. It shows each skill's level and the lowest one, which is the number that counts.
- Find the blocking skill and ignore the rest. If three abilities are at CLB 9 and Listening is at 7.5, every hour spent on Reading is worth nothing at all.
- If it is Listening, split the problem. Practise understanding separately from practising transcription. Full tests for the first; dictation on a keyboard for the second.
- Sit the practice in the format you will sit the test in. The computer test gives you two minutes at the end, not ten, and rehearsing with a pause button rehearses a test that does not exist.
Nobody can promise you a band, and anyone who does is selling something. But the arithmetic above is published by IRCC and it is unusually clear about where the effort is worth spending.
Practise it here
Reading about the screen only gets you so far. These run in the computer-delivered interface, in your browser:
- The IELTS to CLB converter — put your four scores in and see your level
- IELTS Listening tests — the skill that usually caps the CLB level
- IELTS General Training Reading tests, in the computer-delivered interface
- IELTS General Training Writing — the letter and the essay, to time
